MORUWASA is an expanding Autonomous Urban Water Supply and Sanitation Authority, which is responsible for supplying of clean, safe, water as well as provision of wastewater disposal services for Morogoro Municipality. The general policies and guidelines to run Authority are provided by the Ministry of Water, EWURA and Board of Directors.

The Authority is looking for competent, dynamic, energetic, committed, experienced and well qualified Tanzanian who is capable of embracing-and driving change in MORUWASA to fill the following vacant posts.
Job Title: Computer System Analyst Grade II (ONE POST).

Qualifications and Experience
•    Holder of Degree in Computer Science/Information Technology / Systems Analysis and Design or equivalent qualification from a recognized institution with three years relevant experience in computer data Processing and management skills.

Duties and Responsibilities
•    Operates the computer network servers.
•    Registers computer network users and defines their access levels for security purposes.
•    Runs routine computer network maintenance and backup procedures.
•    Trains new computer network users.
•    Liaises with software and hardware service engineers for maintenance and updating of computer systems.
•    Verifies customer data in the customer master file.
•    Checks computer program and outputs to ensure that , water bills are accurate and processed on time for the right customers, the right quantity of water consumed and right amount of water charges using appropriate water tariff.
•    Supervises maintenance of computer equipment and supporting hardware. .
•    Works with concerned staff to establish data production schedules to meet user needs at minimum cost, develops procedures and supervises operations to ensure the schedules are met.
•    Prepares and maintains necessary manuals, flow charts and system descriptions.
•    Identifies and evaluates business opportunities to carry out work for other organizations at an agreed fee to maximize utilization of Authority's facilities.
•    Conducts open performance review and appraisal of subordinates and gives feedback.
•    Develops individual performance objectives, targets and standards in consultation with the immediate superior as part of performance agreement.
•    Performs any other duties as may be assigned by the Business Manager.

Job Title: Planning, Design and Construction Engineer II (one post)
Qualifications and Experience
•    Holder of Degree in Civil/Sanitary Engineering or Equivalent and registration with Engineers Registration Board of Tanzania with three years relavant experience in planning, designing and construction activities and good working knowledge of ICT. Certificate or diploma in planning is an additional advantage.

Duties and Responsibilities
•    Undertakes preliminary investigation of water/sewerage works for renewal, repair and rehabilitation of systems for future development.
•    Coordinates issues of variation orders, recommends extensions of time and ensures settlement of contractors claims.
•    Deals with data collection, analysis, systems design and preparation of procedures for urban water supply and sewerage network.
•    Carries out technical, economic, social and financial appraisal of proposed projects and makes recommendations to management team.
•    Prepares technical and economic guidelines for the development of water suppluy and sewerage networks.
•    Identifies demand for water and sewerage service over the plan period and coordinates preparation of strategic plan which identifies proposals for meeting the established demand.
•    Establishes water supply, sewerage and structural design standards and specifications for all development works undertaken by water authority and supervises specific projects.
•    Ensures that contract management procedures are developed and maintained and that proper supervision is exercised over all contracts.
•    Conducts open performance review and appraisal of subordinates and gives feed back
•    Develops individual performance objectives, targets and standards in consultation with the immediate superior as part of performance agreement
•    Performs any other duties as may be assigned by technical manager.

Job Title: Senior Human Resource And Administrative Officer (1 post )

Qualifications and Experience
•    Holder of a University Degree in Human Resource Management, Public Administration or equivalent qualification with nine years relevant experience, good working knowledge of 'ICT Applications, interpersonal and communication skills.

Duties and Responsibilities
•    Co-ordinates and provides support on the planning of current and future staffing needs as well as staffing levels of the Agency.
•    Prepares and implements a Training Plan and budget that enhances levels of staff performance,
•    Provides guidance and advice on the enforcement of discipline and administration of industrial issues.
•    Advises on the administration of staff and conditions of service.
•    Contributes to the development of long-term strategies for improving the working environment.
•    Regularly checks administrative contracts for MORUWASA assets to ensure they are up to date; including insurance contracts
•    Assists in reviewing organization structure, schemes of service, and conditions of service and incentive packages.
•    Interprets various circulars on salaries, leave, retirements, etc.
•    Prepares periodic reports on human resource and administration activities.
•    Develops individual performance objectives, targets and standards in consultation with the immediate
•    superior as part of the individual performance agreement.
•    Co-ordinates the implementation of Performance Management System and reward management.
•    Co-ordinates training and human resources development including career development policies and training programs.
•    Co-ordinates recruitment interviews and the selection process.
•    Conducts exit interviews for staff leaving the organization and provides recommendations for improvement. .
•    Develops individual performance objectives, targets and standards in consultation with the immediate superior as part of the individual performance agreement.
•    Conducts open performance review and appraisal of subordinates and gives feedback.
•    Performs any other duties related to the above assigned by Human Resource and Administrative Manager

Job Title: Plumbers Grade II (3 Posts)
Qualifications and Experience
•    Holder of Form IV with Trade Test IT / I in Plumbing/ Pipe fitter or equivalent
•    Qualification with three years work experience in plumbing works.

Duties and Responsibilities
•    Reports all water leakage as assigned.
•    Reports water loss, distribution faults and recommend necessary action.
•    Connects water supply to customers as scheduled.
•    Reports unauthorized water connections.
•    Reports sewerage pipe faults to responsible officers.
•    Carries' out water disconnections of debtors and reconnections after payment
•    Maintains proper' records- of water' connections/ disconnections/reconnections carried out.
•    Reports water pipe bursts.
•    Prepares data for periodical reports to the supervisor.
•    Reports contamination of water distribution system by customer's service' lines.
•    Develops individual performance objectives, targets and standards in consultation with the immediate superior as part of performance agreement.
•    Performs any other duties as may be assigned by Water
•    Network and Maintenance Technician

Age Limit: between 20 years and 35 years of Age

Salary scale: MOWA 2 as per MORUWASA Scheme of Service
